कुछेक अपवाद छोड़ दिए जाएं तो संविधान लागू होने के बाद से आज तक किसी भी राज्य के राज्यपाल ने पांचवीं अनुसूची के तहत मिले अपने अधिकारों और दायित्वों का निर्वहन आदिवासियों के पक्ष में करने में कोई रुचि नहीं दिखाई है.

Sundargarh: Thousands of tribals coming across the district today organized a public meeting at Bhawani playground ,marched in a protest rally around the Sundargarh city and gheroaed the district Collector office demanding implementation of 5th Scheduled, PESA Act 1996 and FRA, 2006 under the banner of Adivasi Mulniwasi Adhikar Surakshya Manch(AMASM) and Adivasi Mulabsi Bachao Manch, Sundargah(AMBM). Mutiny sown in opium farms

Social activist Md Nayeemuddin may not be far-fetched when he says the tribal pathalgadi movement – erecting stone slabs to apparently establish self-rule by gram sabha and overthrow the government and its agencies – has the potential to turn Khunti into a mini-Afghanistan.

Nayeemuddin was reacting to Sunday’s pathalgadi ritual in six Khunti villages on Sunday, the biggest of them all in rebel-hit Kochang, where opium farms flourish. Read more

Mining sector: Civil society bodies “support” Modi’s Make in India if it’s not for export, locals are trained in new skills

In what may be interpreted as a controversial move, at least two prominent civil rights organisations, Mines, Minerals and People (MM&P) and Goa Foundation, even as talking of mining rights of the local people, especially tribals, have said that they are ready to support Prime Minister Narendra Modi’s Make in India thrust, provided that locals are “involved” in a reasonable way. A Weapon of the Weak and the Marginalised

“Poverty in the land of plenty”, wrote Minoo Masani way back in 1953 in his book Our India. Masani rightly
recognises the paradox of our nation — the land with abundant natural resources has been the home for the
poor and the most deprived. The tribal areas in particular have been victims of this paradox despite the fact
that the Constitution laid down various provisions for the betterment of the tribal population. For instance,
Article 342, by providing that the President’s power to ‘notify communities as Scheduled Tribes’ (STs),
unconditionally recognises the fact that the ST communities are the ones which have suffered the worst
dispossession. The STs are guaranteed various forms of reservations by Articles 320, 332 and 334 of the
Constitution. PESA , 1996 provides tribal communities Panchayats (Extension to Scheduled Areas) Act
powers with regards to natural resource management and self-governance. Yet the widespread non-implementation of these provisions has created stark inequalities leading to poverty and deprivation of India’s tribal communities. Read more
