Tribal evacuees subjected to submergence under the Polavaram major irrigation project have not received their share of compensation under the Relief and Rehabilitation (R&R) package even after one decade, though they are ready to vacate their villages.

The evacuees are residing on the left bank of the Akhanda Godavari and the villages include Angaluru, P. Gonduru and Nelakota in P. Gonduru panchayat limits, Nagallapalli, Varasanapadu, Bodugudem and Ravilanka in A. Vemavaram panchayat. There are allegations of large-scale misappropriation in the first phase compensation.

Complete relocation of residents of Angaluru and Nelakota was done on the ground but as per government records, the process, including payment of compensation, was completed in five villages, and officials are trying to vacate P. Gonduru and Nagallapalli villages, home to the Kondareddy, Koyadora and Kondakammara tribes.

Amendment to LA Act opposed

The introduction of a Bill in the AP Assembly to amend the Land Acquisition Act, 2013, is nothing but an attempt to legalise the ‘forcible acquisition’ of land in the name of land pooling, alleged Human Rights Forum (HRF) State president U.G. Srinivasulu and general secretary K. Sudha.

The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, (LA Act, 2013), which was achieved as a result of long-drawn struggles, had recognised rehabilitation as a ‘right of the displaced’ for the first time.

Gudatipally villagers fear displacement again

The government has proposed to increase the capacity of Gouravelli reservoir and is demanding some more land, which many farmers are reluctant to part with.

“We gave up 11 acres of our land for Gouravelli project in 2009 and were paid Rs. 2.10 lakh per acre, but not offered any rehabilitation and resettlement package. Some of the oustees have not been paid compensation so far for land and houses.

New transferable development rights rules hit landowners hard

BENGALURU: G Nagaraj, a landowner in Kothanur, surrendered 70,000 sqft of his land for a road-widening project connecting Hennur and Kempegowda International Airport in 2015.
