DMFs are statutory authorities that a State Government sets up in districts affected by mining. These bodies get their legality from Section 9B under the Mines and Minerals (Development and Regulation) Act, 1957 and its amendment in 2015. In fact, DMFs were instituted on 16th September, 2015.

The State Government can establish a DMF as a trust or non-profit body, and contributions from miners fund a DMF.

Mahanadi Coalfields Limited gives nod to coal corridor from Belpahar to Lakhanpur coal mines

Mahanadi Coalfields Limited (MCL) has given its nod for construction of a coal corridor from Belpahar to Lakhanpur coal mines area in Jharsuguda district with certain conditions.The MCL management, in a letter to the district Collector, stated that the 4 km long coal corridor will be constructed after the land acquisition process is complete. He said an estimate of `43 crore has been prepared for the project of which Rs 31 crore will be spent by MCL while the rest `12 crore will be borne by the district administration from the District Mineral Fund (DMF).

“A policy decision on construction of the coal corridor was taken at a Board meeting on Friday”, CGM of MCL’s Lakhanpur area RP Gupta said.Earlier, the district administration had prepared an estimate of `50 crore for constructing an alternative road from Belpahar, Limtikra and Ghichaghat to Jurabaga. An estimate of `40.42 crore for the road was also submitted by the Roads and Buildings department. Read more

More than three years after the Centre rolled out the District Mineral Foundation (DMF)—an institution set up to benefit India’s mining-affected people—life remains a daily struggle for Jhinki, a resident of Chhattisgarh’s tribal Korba district. The irony is that despite having an impressive Rs 674 crore, the DMF fund in Korba has done little to provide Jhinki and others in the district access to clean water, healthcare, nutrition, education or livelihood options. The plight of Jhinki is shared by many more people in India’s mining areas, even though the country has collected over Rs 19,400 crore under DMF. Read more

India’s mining-based development: Economic prosperity hasn’t percolated to local people

A joint delegation of civil rights organizations, Samata and mines, minerals & People (mm&P) led by mm&P chairperson Rebbapragada Ravi and general secretary Ashok Shrimali met MPs of several political parties and minister of state of state for coal and mines Haribhai Chaudhary to apprise them of issues faced by the people in the mining areas. India currently produces 89 minerals out of which four are fuel minerals, 11 metallic, 52 non- metallic and 22 minor minerals. Mining for fuel, metallic and non-metallic industrial minerals is currently undertaken in almost half of India’s districts. Post-Independence, mining has been considered as one of the main industries that generate high revenues considering that India is significantly endowed with mineral resources. In our country mining based development is considered to be directly proportional to economic prosperity at all levels — be it national or local. But that has not been the case! Read more

CM Raman elaborates on how District Mineral Funds utilization in Cgarh

Chhattisgarh Chief Minister Dr Raman Singh said that on Prime Minister Mr. Narendra Modi’s initiative more than 30 thousand works worth more than Rs 3600 crore have been sanctioned from District Mineral Fund (DMF) in mineral-rich districts of Chhattisgarh.

These works have been sanctioned on the basis of action plan recommended by governing councils. Chief Minister provided this information to listeners in the 36th episode of ‘Raman Ke Goth’ radio programme aired from Raipur centre of Akashwani. Read more
